Technical
CommitteeforScientificandTechnical Terminology Standardization (TC
STTS) of State Committee of Ukraine for Standardization, Metrology and Certification
and Ministry of Education and Science of Ukraine was organized by joint order
of these departments No. 66 of July 22. 1992 “Organization of Technical
CommitteeforScientificandTechnical Terminology Standardization”.
Duties
According to the joint order No.66 of 22.07.92 TC STTS has such duties:
to work out conceptual principles and practical recommendations for
Ukrainian scientific and technical terminology normalization;
to organize and coordinate working out, investigation and establishment
of Ukrainian terminology standards;
to create the software and to form the standardized Ukrainian scientific
and technical terminology data bank;
to promote an international
cooperation and experience exchange in the field of scientific and technical
terminology standardization, to participate in corresponding ISO and IEC
committees;
to organize experience exchange and development of specialists’ skills
in Ukrainian scientific and technical terminology standardization.
Structure
The order on the organization of TC STTS (No. 66
of 22.07.92) obliged Lviv Polytechnic Institute (now Lviv Polytechnic National University ) together with Derzhstandart Standardization and
Production Quality Control Administration to work out and to present for approval of Derzhstandart and Ministry of Education (now – Ministry of
Science and Education) of Ukraine Principles of TC STTS, its structure and
staff, a general program of working out the state terminology standards of
Ukraine in a two-month term.
Active to nowadays “Principles of Technical Committee for Scientific and
Technical Terminology Standardization” was approved by Derzhstandart and
Ministry of Science and Education of Ukraine the same year. The document
specifies the major activities, structure and functions of TC STTS.
TC STTS is the body of founding organizations – Derzhstandart and
Ministry of Science and Education of Ukraine. It was created on the base of
Ukrainian Language Institute, KyivPolytechnicNationalUniversity
(NU “KPI”), LvivPolytechnicNationalUniversity (NU “LP”),
Scientific and Research Institute of Standardization, Certification and
Informatics (Ukr SRI SSI).
According to the Principles, the founding organizations have to form
Administration of TC STTS headed by the Chairman, and including permanent
representatives of basic organizations and organizations-founders (one from
each organization – together 7 members with a casting vote).
Now TC STTS is headed by the Chairman Associate Professor Bohdan Rytsar,
Vice-Chairman - Associate Professor Bohdan Shunevych. Other members of
Administration are permanent representatives of:
Ministry of Science and Education of Ukraine – Jury Jakymenko, Doctor of
Technical Sciences, Professor, vice-rector of Kyiv Polytechnic National
University;
Kyiv Polytechnic National University– Volodymyr Shekhovtsov, Doctor of Technical Sciences, Professor, Head
of Educational and Methodical Association, vice-rector;

Informatics of Derzhstandart of Ukraine – Yaroslav Yuz’kiv, vice-director of

The secretary in charge and directors of terminology laboratories
(departments) of basic organizations have casting voices in TC STTS
Administration.
The Secretariat of TC TTS and the TC STTS Chairman’s office are situated
in the premises of LvivPolytechnicNationalUniversity and financed by
Ministry of Science and Education of Ukraine. The Secretariat consists of a
secretary in charge (Roman Rozhankivsky), a secretary from Lviv Polytechnic NU
(Roman Mykul’chyk), a technical secretary (Ol’haBardyla).
There are also the following subcommittees based in Lviv Polytechnic:

Some of subcommittees consist of Work Groups (WG).
Activity
directions
The described TC STTS structure (Chapter 3) was necessary during the first,
very intensive, period of TC STTS activity. 500 terminology standards were
worked out during 4 years (1992 – 1995). By now the number of the standards
developed has increased to about 600.
TC STTS has had the opportunity to improve methods and quality of
investigation on terminology standards projects. The investigation dealt with
the following issues: demands of Directive normative documents, logical and
semantic investigation of concept systems, special investigation, investigation
of the Ukrainian language rules. Principles and tendencies of developing
Ukrainian scientific and technical terminology standards became separate
spheres of TC STTS activities.
Apart from its major scientific activity (organizing and conducting
state investigation of standards on terms and their definitions), TC STTS is
working in the following directions:
- analyzing the existing situation in the sphere of developing Ukrainian
scientific and technical terminology standards and working out proposals for
Derzhstandart of Ukraine;
- working outterminology data
base and creating computerized Normalized Terminology Bank at advanced
scientific and technical level;
- dealing with lexicography issues (forming, proofreading,
investigating, reviewing terminology vocabularies, consulting and educating
vocabulary specialists etc.);
- organizing International scientific conferences under the general
title “Problems of Ukrainian Terminology”;
- organizing educational and scientific seminars for developers and
experts in terminology standards and vocabulary;
- participating in other events connected with revival and development
of the Ukrainian language and Ukrainian specialist terminology;
- working in the sphere of international terminology standardization and
harmonization.
These TC STTS activities, based on principles of developing appropriate
Ukrainian scientific and technical language and special terminology, do not
lose their vitality. They are in conformity withthe Constitution of Ukraine (chapters 10,
11), and the Decree of the Cabinet of Ministers “Complex Measures on Proper
Development and Functioning of the Ukrainian language’. The TS STTS activities
are really urgent today because “Today the language situation in Ukraine has a couple of negative
effects and tendencies. Ukrainian as the state language has not been properly
used in the spheres of law, education, culture, science, informatics, military
affairs, jurisprudence etc”. Besides, processes of the so-called russification,
based on two-language (Ukrainian-Russian) National standards of Ukraine, can be
still observed, especially in the language of economics – industry, trade,
informatics, communications, banking etc.
